Even though he's 20 and has been to university you should always look out for someone who's had too much to drink. Age doesn't necessarily entail higher tolerance/maturity when drinking. It's easy to get lost and end up in a dangerous situation which clearly happened to your brother.
As far as revenge is concerned I'd just leave it. The people who did this obviously won't think twice about causing grievous bodily harm so I'd be incredibly careful about getting your own back. Let the police try and handle it. That's what they're there for.
