Yes, but as it suggests, modern front engined cars with reasonable suspension geometry shouldn't suffer from it too badly.

If you lift off with a RWD its certainly not going to understeer or fishtail dramatically, the opposite in fact.

The worst fishtailing I've ever done led me to do a 180 degree slip into the curb(I was fighting it but the car fought harder, it's like it WANTED to fuck up) when I took a left turn on wet road way too fast.  No body damage but the rear air suspension was fucked and the rear axle was bent in three places and needed to be replaced.  That was when I first started driving though, haven't had a problem since, especially now that I got newish rear tires

Isn't fishtailing basically driver induced oscillations? So the more you fight it the worse it becomes because you can't react quick enough each time, so you end up increasing the swerve. Unless you act counter-intuitively

I think I finally found out where my vacuum leak is(4 months after it started, lol), the rubber part where my plastic PCV tube meets the intake plenum is cracked and stretched out too much to completely seal with the PCV tube nipple and I can see the oily fluid residue on that part of the PCV pipe from it leaking out.  That's gotta to be it, there's simply no other vacuum-dependent parts that I've ever found that looked problematic on the car.  Found the whole 98-02 PCV system assembly for $20 shipped on eBay, can't wait to see what happens when it gets here

About the sliding, over/understeer:

In any car, if you are going too fast around a bend, you can get understeer or oversteer, or both (one after the other) FWD, RWD, AWD, doesn't matter. What matters is the traction each tire has, the suspension loads and the application of power. I've gotten a FWD car to slide with no hanbrake with liftoff oversteer, much like a RWD understeer under heavy braking.

In terms of recovering, though, I will say that FWD is easier, unless you have an LSD on your RWD (in which case you can do epic slides).

I have owned FWD (Jetta GLi), AWD (Audi CS90q), RWD (BMW E30); of the three, the RWD is most fun to drive, the AWD is the safest and best in winter (although the Audi was front-heavy), and the FWD is best for city driving (easier to quickly change direction when stopped if you spin the wheels a bit). For rallying, at least in summer, I prefer the BMW.

Yeah but I honestly couldn't find anything until I looked at that and realized cracked/worn hoses generally don't do good shit for anything from what I read about coolant hoses.  The rubber piece was moist from stuff leaking through the cracks and it just felt too expanded to properly grip the PCV tube all the way anymore, I couldn't imagine that to be good for vacuum at all.  I hope this is it, there's really not any other shitty cracked hoses connected to anything on the intake plenum and I think the only other cause would be that I might not have cleaned the cylinder head surface enough before I put the intake manifold gaskets on and that wouldn't be sealing properly.  Either that or I simply don't have a vacuum leak anymore.

The only real running problem is the tiniest little idling inconsistency in drive, it still bothers me because the car didn't used to do that, everybody else thinks I'm being picky.  It also seems to lose an excessive amount of power from turning the A/C on, I understand that that'll happen but I think it's not supposed to bog down the car as much as it does, this of course could also go back to the vacuum leak though since the A/C is very dependent on that
