Dumb people call black people monkeys, the bill is largely seen as Obama's stimulus bill, maybe they didn't hear about the crazy chimp that attacked some bitch in New England, it's not that far of a stretch. The funny thing is the cops should have had a broomstick and it should have been shoved up the monkey's ass.
According to the local news, the NY Post said that the monkey symbolized all of DC (the politicians that is, not us normal citizens). They're all about as well-behaved and intelligent as an ape.

I am not sure what they are referencing with the cartoon, actually. I was thinking along the lines of the adage "put a thousand chimps in a room with a thousand typewriters, and they can eventually hammer out Shakespearean plays out of pure chance." Maybe they think the 'Stimulus' bill is written about as coherently as if written by monkeys, or maybe I just really need to stop reading into things so deeply.
