Exactly, our government now plans to add an excise tax to gasoline (+21%) which will put the price to where it was, so if the gas price rises again, i'll spend my money on beer and walk..

Why wouldn't it? Alternative energy has been around for far longer than the price of oil has been high. I'm sure the price will go back up at some point anyway.

For the sake of some progress in the ME, I hope it stays down.

There is a strong correlation between low oil prices and a stable, more progressive ME - and the reverse, obviously.

Why? Because if govt's get all their money from oil, they don't give a shit about their people (they don't need to)

Western governments should provide funding for alternative energy research, and link funding levels to the oil price.  Oil goes up, so to does funding for electric car research, that'd keep OPEC in line for a while.
