I agree with Kmarion...I think this is more to see how the Iraqis do both as a potential confidence builder for the Iraqis and as a litmus test. Announcing it also lets the insurgency know and therefore is a make/break test for the 'locals'.

Ummmmmm, not sure how PERSONAL responsibility has anything to do with what you are saying, but I know, you need to try and get your digs in where ever possible. Being so offended by the sheer notion that one should be responsible for himself.
