They give them away with contracts. To get a better phone you just have a more expensive or longer term contract (and £20 a month - or thereabouts, is easily affordable by lots of teens).
You'll usually be able to get free internet and a few thousand texts a month thrown in on top of your free calls too.
I think you might have a distorted perspective because phones are so expensive in the US. Am I right in saying you have to pay to recieve calls?

What really pisses me off is that a call from California to, say, New York is 'long distance.'
