The interviewer said it first. Powell was just continuing from what the interviewer said, about how there would probably be a crisis in the future. Just badly phrased perhaps.
Exactly, Tommy boy... threw out a hypothetical, which are usually stupid, and Powell responded with a hypothetical.
My son constantly asks me, hypothetically, how would I manage this or that, physically, if I had stump-arms? Joe the American-idiot should pose that same question to either candidate. Which should be a "new rule," if you can't work in stump-arms into the hypothetical you should not pose it in the first place. [/serious only if you think I am]
