I have 32bit Vista w/ 2GB of RAM (slow, 500Mhz) and it runs perfectly.  E6600 here, no overclock or anything. (2.4Ghz)

No. 32-bit Vista/XP can address 4GB minus what mapping other hardware takes. Typically 2.8-3.5GB.

64-bit OS's can utilize more, depending on where it is limited. All 64-bit Vistas can take over 4GB.
