Also think about the practical logical use of tasers... they're even designing lighter-weight versions for women to avoid rape and assaults etc. Are they designed to subdue or repel a threatening rapist in 15 shots? I don't really think so... one is enough for any human, tasers utterly pwn the nervous system and muscles.

Reading both articles, they both state that he was tasered 19 times, and are not just saying that this is reported by his father.
