Talk costs nothing. Bullets cost lives. Talking before dispensing bullets should always be the way things are done.

Talk costs nothing? Talking is possibly the most dangerous tool on the planet, everything else stems from it. Talking about secrets during wars can cost lives. Talking is also another way of delaying a problem that could be sorted in half the time.

by "sorted" you mean the use of force, I suppose ?

Aye, think about it, you could spend ages talking aboput a subject during which time the core of that subject, a weapon's production plant for example, could clear out everything to a safe location so there is nothing to attack. You engage the threat as soon as possible you will achieve a higher chance of succeeding in removing the weapons.
