Anyway, intelligence across 'races' I would expect to be largely equal. It takes a certain amount of intelligence to be a good hunter, or a good farmer, or a good musician, or a general of an army. Over the course of history I would expect smarter people in general to have a better chance at surviving and passing on their genes. The only variation I would expect would be in places where life is relatively easier and less effort has to be made to survive or get by. Africa happens to not be one of those, places so I wouldn't expect it to apply.
