It's hard to say without the pic. If the light on her face is quite even id try the clone stamp tool, it's quite an awkward tool to use though. there are many other effects you could do to touch it up, without the pic i cant help you out much.
90 percent of that was done by using the liquify filter, selecting bloat tool, holding down the alt key, and bringing it all in.bennisboy wrote:
