here i have a regular dslr cam shot and then a shot with 'miniature' effect setting on the pocket size canon s100. Yes! So much fun.
wtf that is awesome. surely there's a way to replicate the effect on a DSLR?

But you can do it to a normal photo using with photoshop/gimp/etc so don't need a special lens. There's plenty of tutorials online, but you're basically applying a blur to the fore and background. Then colourize to give a cartoonish look (to make things look painted rather than real).
You can get some really cool results:
