you can find him everyday on Team America server for 24/7 Karkand. This guy is world n°2 but just spams nades from beginning till end of game.
And he is not a cheater. so this is not the same guy who was banned.

I've played on a Singapore server (from near Washington DC) and got anywhere from 600-700 ping. China to Dallas would probably be somewhere in that range.
