Try it for yourself.  I think it works only for some people.  I don't seem to have "gpedit.msc" for whatever reason so I can't do shit.

I tried it.  Went to gpedit.msc and found what it said on the video but nothing was in that folder that had to be opened.  I also got Windows XP Pro SP 2 so.

Type "gpedit.msc"
Double Click on "Administrator's Templates"
Double Click on "Network"
Double Click on "QoS packet Schedule"
Double Click on "Limit Reservable Bandwidth" on the Right side
Click "Enabled"
Change 20 to 0

I changed this back and forth multiple times, each time doing a speed test to Dallas, and changing the value to 0 does increase my download speeds quite noticeably.
