So, its not like he forgot to fill a stapler and was executed. He was responsible for killing a number of people for a quick wad of money.

All governments are the same. Only some do their dirty stuff out in the open whilst others are secretive. My perfect "world order" would be a mixture of communism, capitalism and some others.
