You are correct sir. Then again, I don't know the capital of half the states in the US. Something I've forgotten over time. I'm almost 30, I party alot, gamble, hit clubs, and play BF2. My brain is mush. So it's not that I never learned the capitals of European countries, it's that I never bothered to retain it. The Kyoto treaty isn't designed for lowering Co2 emission. It's designed to reward nations that do lower CO2 emission by laying heavy fines on high polluting nations. Since the US is the highest polluter, that would mean we would be redireting our income towards other nations. If the Kyoto treaty were more of an agreement rather than a money transfer system than it would be more appealing. Our federal government can levey taxes/fines on corporations that pollute and redirect the money to other companies who do not and keep it in the US. They can also strongarm the states to make them levy their own taxes as well. Giving cash to Norway for being environmentally friendly is not the answer. We are inn debt enough.

The greater good is fine when everyone has to deal with it equally (on a pro-rated basis - I don't expect it to be equal in absolute terms), but like so many things, Kyoto has most of the nations in the world pointing their fingers at the 800 lb Gorilla and saying, "It's your fault, so you have to pay your share AND most of our share." If you do that, don't be surprised when the Gorilla throws shit at you. You do know that when you consider pollution/unit GDP that developing countries pollute FAR more than the US, right? And you know that those same countries have virtually no obligations under Kyoto, right? Study the treaty a bit...it's facinating. Crap policy, but fascinating.
