No, it's an especially bad deal for the US. It basically lays the whole problem at our doorstep, would make us foot the bill. Also it let's off developing countries, which are arguably the worst offenders. That is why everyone is so pissed off about the US not ratifying the treaty. If we aren't around to pay for it, other countries will actually have to pay their fair share, and they don't like that. Sorry about that. Do you think that OTHER countries might act in a self interested fashion, like the Netherlands and the US have been shown to do? If you do a little research you might see that they do. You might also see that the US just has a bit more of a spotlight on it than other countries.
