If you think about it, what Harper is doing does make some sense. While it is true that Canada can effectively use our military as its own defense, it's a good idea to develop your own defenses just in case America continues on its downward spiral. Our ships are rusting right beside the ships of Britain and the US at the bottom of the Atlantic and we were in the Pacific too. Why don't you go read a goddamn history book and learn something. Strange ways that a news article about Canada can end up into this little argument.
Regarding Turquoise's post, I would add my Canadian perspective. Most military buildup by Western nations of this era is directed towards projection of power to distant countries. In our case, diverting soldiers and armour to Afghanistan would be proper. However, combat missions are unpopular, and the only reason we are still in Afghanistan is because of Prime Minister Stephen Harper's refusal to listen to the public. I can't see a need to increase our military for war, something which occurs rarely. The Canadian public didn't vote for Harper necessarily; they voted against the Liberal Party.
As for defence, we do have reserves capable of quick mobilizing. However, Canadian history shows that our military is historically weak until war, when it is built to large levels. It is not traditional to operate a large military during times such as these, and neither do we see a need with the US so close. You do make an excellent comment regarding any decline of the American nation, but I must point out that we are undeniably tied to the Americans, and cannot avoid any decline ourselves. At this moment, we have an excellent economy (thanks to the previous Liberal government) and a surplus. However, the last Conservative government put us in a large debt, and most of the surplus goes to reducing that debt. We cannot afford to increase our military to self-sufficient levels. As one can see from these half-a-billion ships, each, it is incredibly expensive, and we have a massive territory with a small population. If we are to spend money on the military, we should avoid these expensive, unnecessary items, and focus on reorganizing our military for its tasks. Quick to deploy, quick to travel, excelling in detecting foreign forces within our borders. The Canadian public does not want to spend money on military buildup.
Oh, and on a side note, while some Canadians become incensed at good-natured ribbing of Canadians, I find it pretty funny. However, I do little to brag about Vancouver, the least stereotypically Canadian city. While the rest of the nation freezes during winter, we have extremely mild winters, sometimes failing to snow more than once or twice. Even then, it consists of a light layer. We complain, but we have it very good. In Victoria, our capital, and a short ferry ride away from Vancouver, there is an annual flower and palm tree count- During the winter. Our summers are incredible, too. Vancouver is a place where you can play a round of golf, ski, and swim in the ocean in the same day. Most of the year, even, if not all year round (swimming is a bit cold, though, as you might imagine).
Come to Vancouver. You'll love it.

Believe me... If I could afford it and actually find work there, I would move there. Unfortunately, the beautiful scenery and climate come at a very high price from what I hear. If my assumptions are correct, Vancouver is about 3 times as expensive as the NC city I live in. If I do move to Canada, it will probably be to Edmonton. Although... To fix your situation, you just have to consume more, which is pretty easy... lol Since a large portion of your exports are energy-related, it's not hard for you to find other trade partners as well. Everyone needs oil, gas, and even uranium. And then, you have a massive amount of lumber too.

We don't have a Large Military because we don't need one. But when the shit hits the fan, we are quick at mobilizing and building war machines like we did in WWI and II.
We don't feel the need to spend millions and billions on the up keep of a Military. The 3 billion spent on the ships is a good idea, even at the very large price tag..
It will ensure that we can protect our resources in the North from other countries claiming that it's there, which in turns stimulates our economy when we do harvest those resources...
