Ok so i have the basic pistol combat badge say i have the 500 kills needed to get expert for which you need 18 kills IAR and for veteran 7

Say i get 7 IAR then keep going till i have 18 will it get my expert also or do i have to keep going to 25

This is misfiled...

Yes, you can (if you meet the global kill count) get both Vet and Expert in a round. I got my knifes this way.

When you reach 7 you will get the veteran badge and if you keep on going up to 18 you will get the expert badge.
