Transport means transport vehicles. In short, anything BUT transport choppers.

Try Humvees, DPVs, FAVs, and Vodniks. Just run those sonsabitches over.

The transport Chopper is not considered a transport vehicle for the transport badge.  Only Land vehicles that are not armor and the Rigid Inflatable Boat (RIB) are considered transport vehicles.  The land vehicles can be seen here http://wiki.bf2s.com/vehicles/transport

Road kills are when you manage to run an opponent over with one of those vehicles.  I personally like the USMC DPV for getting road kills as they are the quickest of the bunch.

Would a road kills also count if you're using, say, on on-board machine gun?

Technically yes,  IF you explode a vehicle/barrel and the message says [killed] or a vehicle that you're not in.

If you shoot a jet (no matter if you are shooting with Air-to-air missiles or AA) and the pilot jumpes out, so that the explosion of the jet kills him, it will say "You [his jet type] unlucky pilot", you'll get a jet road kill. Even if you are not in a jet yourself.

This reminds of something. Hmm, how the hell can u get 11 road kills for expert?? I am closing in on it soon, thus i have start training for 11 road kills.....Due to my location, i can only access to 32 player maps with 32 player capcity maps at the max. Ani guidance?

Well, I'm working on these badges also. I haven't played for about 6 months, so I'll probably be working on them for a while.
But back then, the prevailing theory was that if you got a "vehicle" kill by exploding the vehicles and having the explosion kill someone, then the C4-jihad jeep is a good choice for smaller maps also. Just remember that you really want people to die from the explosion of the JEEP, not the C4, so only use a SINGLE C4 pack to detonate the jeep, and then hope the subsequent jeep explosion kills someone, alternatively, place the C4 on the BACK of the jeep, instead of the front. Also, NOT exploding the C4 and hitting something that explodes will do the trick. This is good on maps with many exploding barrels and such. Sometimes enemy mines can work, but I rarely see mines on 32 player maps, and it's also a matter of luck if the kill goes to you or the guy who placed the mine.
Though a map like Oman is fairly good for running people over. The 32-player map only has one jet on each side, and as I recall only 2 tanks in total, so the number of vehicles is somewhat limited.
Most people I know of that are looking for the 11 expert, are joining servers that allow baseraping, and then simply take a DPV to the enemy jet spawn. Jet jockeys are notoriously predictable, most will only spawn as M95 sniper so they can TK for their vehicle, making them very easy prey. One of my friends got his expert from an ATV drop I made on the US carrier on Dalian, he just raced around the carrier deck for close to a minute before someone spawned as AT and toasted him. Unfortunately vehicle drops are no longer possible on the carrier deck.
