You are right that the AWP is the police version of the AW series of rifles made by Accuracy International. However, the real AWP is fitted for .308 Winchester Ammunition, 7.62 NATO rounds (VIRTUALLY the same, they will both normally chamber in the same gun). HOWEVER, the in game rifle is a MAGNUM. (it is actually a AWSM, it fires .338 Lapua Magnum cartridges.)
The buy screen calls it a Magnum, and it is substantially different from the sniper rifle which shoots .308/7.62 NATO rounds, which is called the SCOUT! Therefore, when people are saying that they want the AWP from CSS they are actually saying that they want the MAGNUM version of the AW rifle series. The buy screen specifically says that the gun fires .338 Lapua rounds, while it says "AWP" nowhere (this is just what players of the game call it due to an early typo in the first CS.)
The Magnum series is outfitted to chamber either .338 Lapua (AWSM 338) and .300 Winchester Magnum (AWM 300) rounds depending on the model. These rounds have longer range and are physically much bigger (longer) than the .308/7.62 NATO rounds. This larger shell can hold far more powder than its NATO designation counterpart.
The L96a1 is fitted for Win .308/7.62 NATO rounds. The L96a1 is not an AWM, it is an AWC (This is a variation of the AW). While the "P" does stand for Police, the "M" does NOT stand for Military, it stands for Magnum.
There is no gun in the game that shoots .300 Win Mag ammunition.
The M24 is 7.62 NATO (7.62 X 51)
The L96a1 is 7.62 NATO as well
The Type 88 is 5.8 x 42 Chinese
The SVD is 7.62 x 54R
If they did make a WinMag unlock, it would be similar to the L96a1 for balancing reasons. Not even the .50 cal 30 yards out is a one-body-shot kill, so, meh.
However, as there is no WinMag rifle or .338 Lupa that is available in the game, Such a request is asking for something unique!
So to summarize, fail.
