The fact that an officer was assaulted -- does not negate the assumption that was already placed by the security guard whom then relayed the information to the police. Meaning they already believed he was intoxicated hence their being there. Seeing as Mr. Universe is not in the proper state of mind to make any sort of decision about these sort of things, I.E. proper protocol, i don't see why he should be punished since those sent to "help" him were not even sent for that said reason. They saw him as a threat hence they treated him as one, perhaps next time the friendly staff will ask the person if he needs help instead of assuming he is intoxicated.
Even the language in which they responded shows signs of uncertainty hence the --- maybe --- if he didn't seem to fit. All of these terms don't show any sort of certainty that they would have actually done this. And its especially funny to state "if he didn't seem to fit" once against simply stating they made an assumption as to what was wrong with him and acted according to that assumption.
