Civilisation hasn't happened in Europe yet. The EU are rolling it out on a gradual basis next year sometime.

In my opinion civilization should be about two things: the development of science and the nurturing of the arts. Of course, these two things require a solid social foundation, so that people can actually dedicate time to these things. More importantly, these two things should never be a the expense of others (like the Greeks did, for instance).

Has civilization evolved during history? It's hard to give a yes/no answer, but I think overall it has evolved (and I do mean evolution for the best). Why? Because persons enjoy much more freedom and individual liberties than they did in the past. It doesn't mean things are perfect - actually they're still far from it in many, many countries - but we are better off than in the middle ages, for instance.
