Both have/had screwed up immigration policies. I would tally the votes up by the people who posted responses. The poll has no guarantee with regards to Americans only. I say Bush because I believe the attacks were planned under Clinton who created an environment that allowed for radical recruitment. No one really knows for sure of course. This is not a Bush endorsement but rather the lesser of two I guess.

The population seemed more content under Clinton but now it seems he had at least given the terrorists the idea that the United States is a toothless crocodile. However, second chances are usually given to people and I wonder how the Bush presidency would be viewed had the World Trade Center incident never occurred.
