Exactly, so basically the deal has to include the Israeli/Palestinian solution as well, although I believe a lot of the Israeli/Palestinian thing is based on terrorist activity and subsequent Israeli overreaction.  The key is control over the terrorist activity from Islamic leadership to move towards peace - Israel isn't going to give anything up unless there is some sort of guarantee.
