It doesn't suprise me - I truly applaud the Australian Government for starting to take strides in the appropriate direction.
I read your link (thank you) and see it not as the implementation of a filter to keep minorities out, rather to ensure that those who wish to enjoy the benefits and honor of Australian citizenship do so without over burdening the country with inane requirements such as what we have to deal with here in the US (California being a primary source of example).
Look at the crazy horseshit we have to deal with here locally: A simple example: California Voting Form Requirements
I would hazard a guess that based on the rules & regs established here, if we implemented an English Language comprehensive test and tied it to immigration requirements, we would have to provide the bloody test in spanish.
Kudos to Aussies, and Kudos to the Brits (Did you hear Tony B's latest statement? - Too bad he grew that particular pair of testes on his last days out)

That California link reminds of the movie Gangs of New York. When all the Irish immigrants are coming off the boat, the mayor says basically "who cares, those are votes coming off the boat" or something like that.
Good for them. The US should take note.
A very good idea IMO. Immigrants to Ireland should have to learn Gaeilge too :-p.
