So, yeah, I've confirmed that placing a PDS-1 does have the effect of causing the commander's UAV to detect only vehicles... It really sucks in conquest mode because of that reason, and people usually spot vehicles on conquest maps. So, if/when I use it I'll be quick to remove it. I do feel that it still has a good purpose on titan maps, though.
On the other hand, I've had very few instances of the device not working. I've even placed it on the titan shield, it works. At any rate, it'll probably be fixed in the next patch.
