Control and Command its for when you own a server, it lets you tell who is in what vehicle, who is the commander, and shows you the Chat Logs.
What do you mean what are the requirements? as in PC specs? man you could be running a Pentium 2 and it will still work fine.
BF2142CC doesn't require that much in the way of system resources. oh, and you need to run it in RCON mode as Daemon Mode is yet to be sorted out!
In-Game: all you have to do is bring up the console (tilde: ~) is my default for it, once the console is up I type: rcon login (password)
Then you'll get a message on screen saying you just became an admin.

Doesn't neet much system recources, but if you want to use the console and not the ingame commands during playing (Alt-tab) you should have 1,5 - 2 GB Ram...

you also need netframe 1.1 for specialized admin settings and stuff.
