They really don't need to. Most of the upper leadership currently in power in Iraq were in exile in Iran during Saddam's rule and thus far (according to the Defense Department) most the insurgency is Sunni in composition, which is has mutual hostility to Iran.

It seems Turkey and Iran were in on that one in response to possible provocations by the Kurds (the PKK's activities in Turkey are already well known so it's not all that much of a leap to suggest the same activity has been going on in Iran):

Or we could just build a big wall around the ME, let them kill each other off until only one faction remains, and then flood the area surrounded by the wall.

Are you familiar with Ansar al-Islam?
Iranian support for that group seems to be limited to its competition with the PKK (which again has carried out a terror campaign in Iran similar to that in Turkey).

Currently the group seems to have been largely eradicated by the Peshmerga and US forces.
