i think the best way to do would be to get close plainclothes and see if the guy starts to do it or not. then that 1/10 person might be spared.

Guys, the theme of "Minority Report" (by the master PK Dick) is not the apprehension of would-be criminals, but that a person's intent can change once they are aware of the report.

So, if it could be determined that a person was about to commit a crime, and they were informed of this, would their intent change?

You see, its more about human nature than intent-punishment.

Oh, and hands up those who think the justice system in their country is 90% accurate.....

Very good points...  Philip K. Dick is an excellent writer too.
