I don't think you Emericans have noticed but he is currently in an election campaign in Venezuela, so you could probably put two and two together and figure out why he is pushing the "Bush is all that is evil" line again.

In almost every study of protest or rebellion, the maximum amount of people that participated in unrest was 5% of the population (with an extremely coercive state). The average is 1-2%. Most people are too busy trying to live their lives to actually rebel.

For example, 1% of Iraq's population (28,807,000) is ~288,000 people, roughly twice the current level of coalition forces in the country. 5% is well over 1 million (almost 1.5 million). It doesn't take much to create trouble for a regime but actually providing incentives for individuals to be mobilized in exceedingly difficult, especially if the consequences for action is arrest and possibly execution.

He's nothing but a demagogue.  And yes, he is a whackjob.  He'd tried to do as Mobutu Sese Seko did in Zaire using diamonds, but ended up crashing his own economy by relying too heavily on the oil industry.  As for the anti-Bush shit, large parts of South America jumped on the Communist bandwagon following the US's rise to its current hegemonic power.  The Iraq war ( I personally don't have an opinion on it, no flaming por favor ) has made the US look even more like a foreign oppressor to struggling nations.  Chavez is just trying to make it look like he has the power to keep the US in check in order to gain more power.
