Something similar happened to me with the Titan Destruction Achievement Badge (silver version), I hadn't gotten one reactor core destroyed (I had in the past, mind you) and then the award popped up. Maybe the conditions for the award are bugged.

I had the same thing happen to me with that exact award, only mine was 38/40. I got the problem solver pin for blowing up 4 consoles, not the core. It then gave me the gold titan destruction.

You don't need to blow a core to get the gold award, I seem to remember the requirement is actually 3 consoiles in a round including the last console that opens the core room up.
The reason you have 39/40 and the award is because things like number of knife kills, explosive kills etc. and time spend squad leading, being recon, commander etc. update quite slowly for some reason. Awards are updated pretty much instantaneously. If you waited a couple of hours after getting the award it would have shown you'd actually blown up more than 40.

I got my expert badge as well from blowing up consoles 1, 2 and 4. Kick ass! Because the requirement to destroy 3 consoles and the core would have been immensely challenging. So in essence, this is a pseudo expert badge.
