you can do whatever you want "now" but when the ROE is finished and enforced you might be reset if your stats are suspicious

Not if my stats were only suspicious during the time peroid they didn't have a ROE...

on the topic of the ROE, the same rules are being enforced as far as padding, I just submitted an addition to the current ROE to EA,
