The answer to this question depends on what you believe.  If an all-powerful being actually exists, then yeah, God (or whatever its name is) would be best at getting the job done.  If the atheists are correct, then Genghis Khan probably would do the best job, since he conquered a large portion of Eurasia.

I'll throw my vote to Genghis, personally.
