I'll admit, I'm not a very compassionate person when it comes to foreign policy. Machiavelli and Vlad Tepes seem to be the best guides in dealing with the Middle East, since the majority of the region is so volatile. Iraq is essentially the Transylvania of the Middle East, and it will likely take another Saddam to keep things in order.
The only other option is to split the country into 3 parts based on ethnicity. For whatever reason, the American government has proven resistant to this idea.
