I'm not American. Not defending the American government's actions. Just saying the soldiers deserve our support because no matter where they are deployed, THEY WILL defend your home from attack if it comes under attack. For that, they deserve the support of their nation.

I have no idea who either of those candidates are. But this kind of negative advertising is simply a way to say to the average voter:
"You're too damned stupid to know what your congressman is doing, so we'll just try to convince you that this guy sucks more than our candidate"
I have no idea of why the guy supports this or that bill, or why he wouldn't support other bills. But from this "ad", did you get the impression that the OTHER guy would be a better choice ? Do you know what he stands for ? Do you know his politics ? His agenda ? what will he do for YOU as a voter ?
NOTHING. You know NOTHING about this guy, except that he supports a smearing campaign, and is probably too stupid to come up with some tengible and measuable goals that his voters would support. IMO, that's a good reason NOT to vote for the candidate who does this smearing campaign.
Any smart person would, I believe, find out which candidate would be able to do the most good for the area he represents, and the people who live there.
In many places in Europe (afaik, it started in the UK with Blair and the labor party, at least this is the oldest reference I have to it), politicians are "renewing" their party politics. Admittedly, in many countris there are more than two parties, so this is of much more significance than in a country with only 2 parties. By renewing I mean switching from traditional "left vs. right" politics. Because in reality all parties are moving towards the "middle ground". No party wants to be seen as the ones who cut spending to this, or removed that, or spent money unwisely. So they're all pro "hard values". However, a larger and larger percentage of people are more concerned with their immediate lives, and not with party politics as such. As can also be seen by the number of people who are "undecided", or change their vote each election. You may also notice that membership of political parties have been dropping steadily for a period of time in most countries. Only the parties and candidates that "renews" themselves seem to get a decent following again.
Modern leadership is about morals, values, standard of living, and doing the right thing. It's no longer about corporate intrests, the price of milk or the taxes. Everyone knows these things will not change significantly, because neither "side" in a political battle can afford to offend any large (voting) group. Rationalizing is no longer about cutbacks, it's about intelligent spending. Increased spending has to be financed, nothing is free anymore. Democracy and freedom are no longer issues, as both "sides" support them. Rich vs. poor are no longer a significant issue because BOTH groups wants better lives for themselves. Corporate intrests WILL be protected by both sides. Neither side wants to see jobs lost or companies go belly up, because this will cut into the tax revenues.
Thus the soft values come into play. And the politician who stands up and says "I can and WILL do these things for my constituents" he will get elected if he gets his message out there. Because he KNOWS he wont be in office the next term if he does not live up to these promises. So the real challenge is making promises that people can understand, that they CARE about, and that they can MEASURE in their daily lives. Noone expects a tax break by voting republican, and noone expects job security by voting democrat. However, things like affordable housing, welfare reforms, farming subsidies, environmental awareness and protection, affordable healthcare and other "soft" values that people care about in their daily lives, and which are of concern to them, THESE things a good politician campaigns about.
