You can get 100% easily. As soon as you miss, log out, create new account, start over again, don't miss. Easiest and most plausible way to 100% accuracy.

With hit detection not being 100% or lag it is extremely unlikely that anyone would be able to maintain 100% accuracy over any significant amount of real world playing. At a LAN event maybe.
if you want to get you accuracy up go support and sit all round shooting an artillary with your pkm or somthing

Not a "real" 100%, but your stats should display a 100% anyway.

100,000 shots - 99,996+ hits appears as 100%, as long as the 2 first decimals only are considered

It would be flat-out impossible, even with an aimbot, to maintain 100% in this game for a number of obvious reasons.
