The difference now is that GW got China, friends of NK, to agree to sanctions. Thats what GW meant by Zero tolerance, newb.

sanctions will work, if no one works around them. they must be rock solid and now way around it. Even China must block ALL trade, even humanitarian for this to work. NK could be a part of the international community but they would rather show their ass and be a thorn in the side of the world.

Its going to hurt the people the most, but hopefully it will affect them so badly, they have no choice but to fly right.
