Yeah, had similar, takes them some time to hit the ground. Had a guy fall through th floor once, just his head and arms showing.
well if ur saying hes standing up while dead then yeh every1 gets that at somem point. ive even revived people who fly around with their arms flopping around but they still manadge to kill people lol.
ya got that too... after a arty hit the dead bodies stayed in the air flying O.o
He's clearly resting .... What happened 15 seconds later, did he jump out behind you and slaughter you as well
Had this on a server where every dead body had this,, it's sometimes hard to see if they are alive or not.

No expert, but I'm guessing it might be a result of the ragdoll physics. I've seen a guy swinging from a sign on the side of a building before - he was shot while on top of the building and fell off. That was cool!
