Depending on where the whinning is coming from it could be a hard drive problem.  Make sure that your hard drives are connected properly and also make sure that your first boot device in your BIOS is set to hard drive.

Turn off floppy drive seek in the BIOS and make sure floppy isn't set to first boot device, slows down your boot up even if you don't have a floppy disk in your drive. It would say "invalid system disc" if was a floppy. The wining noise is probably your hard drive breathing its last breath.Hence the disc boot error. If it makes it just past the Bios screen & memory check then throws up the error its deff your HD.  I would do a backup of all your fav porn now just incase. It could also be your CPU fan breathing its last breath and making your CPU over heat and throw up errors.
Sounds more like your HD though. Good luck.

Hey I like Maxtor......Had one holding the door open for months!!

The original error sounds like jsnipy covered it ...or its the floppy seek error...spyware or a virus could also cause it....

odds are if its just started your HD is about to give it up ...or youve recently visited a site of ill repute!! ...and you ( sorry your PC) needs a good clean

..

Take that USB-memory-stick out before booting up!

Or.. it's your HDD dying..
