The people working these multiple machines look harried beyond all reason, darting from one complaining machine to the next, making sure an old fart is old enough to buy beer or helping someone out with a coupon, or overriding the item area scale. The riot police were deployed preemptively only after the experience of the previous games. Esp. after the first game, when they were caught offguard by the sudden violent outburst. This ended up repeating itself after every following game. It was even stated in the media that police would be deployed and still the groups in question took to the streets to pick a fight. Not the other way around.

Please do note that in the case of France, after the world cup loss, you're calling this 'not a riot' (first video shown). Just a few cars were burned, happens all the time:

It wasn't in Marrakesh in which rioters were aiming fireworks at police and burning cars. No, it was in Brussels, in Paris, in The Hague. Philly sports fans are known for throwing batteries on to the field, throwing snowballs at Santa Claus, and booing their own teams, among other things. The east coast is full of cities that once held huge significant economic/political/cultural relevance in America but are now decaying urban cess pools.
