Is Homeless Crackdown A Sign Of Compassion Fatigue?

A growing number of cities across the United States are making it harder to be homeless.

Philadelphia recently banned outdoor feeding of people in city parks. Denver has begun enforcing a ban on eating and sleeping on property without permission. And this month, lawmakers in Ashland, Ore., will consider strengthening the town's ban on camping and making noise in public.

And the list goes on: Atlanta, Phoenix, San Diego, Los Angeles, Miami, Oklahoma City and more than 50 other cities have previously adopted some kind of anti-camping or anti-food-sharing laws, according to the National Law Center on Homelessness & Poverty.

The ordinances are pitting city officials against homeless advocates. City leaders say they want to improve the lives of homeless people and ensure public safety, while supporters of the homeless argue that such regulations criminalize homelessness and make it harder to live on the nation's streets.

"We're seeing these types of laws being proposed and passed all over the country," said Heather Johnson, a civil rights attorney at the homeless and poverty law center, which opposes many of the measures. "We think that criminalization measures such as these are counterproductive. Rather than address the root cause of homelessness, they perpetuate homelessness."

A number of organizations including the American Civil Liberties Union of Pennsylvania filed a lawsuit against the city of Philadelphia this month in response to its feeding ban.

Mark McDonald, press secretary for Philadelphia Mayor Michael Nutter, said the measures are about expanding the services offered to the homeless, adding dignity to their lives and about ensuring good public hygiene and safety.
I heard on the radio earlier today (I can't find an article on it atm) where Seattle came down on a long-standing charity organization for feeding the homeless in a park because they had no permit to serve food and that it also...attracts rats.

But...really? Rats? Restaurant dumpsters attract rats. Buildings with hollow walls attract rats. Or are they talking about the kind of rats who go rooting around for permit money and spend their time lounging behind a cozy government desk? I don't think I could bring myself to tell a little kid that he couldn't eat because it "attracts rats."

Or maybe it's like the park rangers telling you not to feed wildlife because they would "forget" how to forage for themselves.

Rats. Maybe the Humane Society should show up with a truckload of cats in response.

Can't blame people for not wanting the homeless around. If you have a bunch of homeless eventually you will attract veterans. And no one wants veterans around.

We have a lot of "homeless" in our area. At least thats what their signs say, I mostly seem them texting on their iPhones or older smartphones.

One guy even pays rent to his buddy who owns a house, about 400 a month. He earns it all by panhandling.
If the women don't find ya handsome. They should at least find ya handy.

While it's true that there are a lot of fakes out there to one extent or another, I'm not going to let it sour my taste for charity...because there ARE people who need it.

haha, exactly my thoughts. just because you know a few dudes that are bumming a free ride through ethically dubious means, doesn't invalidate the fact that 90% of homeless people are going to be there out of personal misfortune/tragedy, or quite possibly mental illness. donating to the homeless is a good cause, and i always give cash if i have it in my pocket to a homeless person. even if they spend it on drugs... i'm not going to demonize a drug-addict or proselytize on their life choices. people who are homeless are at the total bottom of society, down and out, and who am i to lecture them? who are you to dismiss them because you know one dude that cynically begs for a living?

i think a cultural problem lies in the fact that the strong emphasis on individualism (and hence capitalist competition) means that in america you view your poor, homeless, and to a lesser extent your working class as 'losers' (hence why nobody wants to identify as 'working-class', and instead you have a laughably open definition of 'middle-'). so homeless dudes get stigmatized as 'the alcoholic or addict who has no one to blame but himself', etc. what about the person that was made homeless because they fell ill with terminal cancer and had to sell the house to pay for treatment? extreme example but no less plausible than the 'scammer' homeless anecdote you tell of. most homeless people i see in london are quite clearly deranged, mentally ill, and obviously lonely. let's just forget what society and 'the culture' tells us to think of them for a moment, and give it some good ole' fashioned caritas and humanism.

Apparently 70% of homeless people suffer from mental illness (according to a news statistic I saw a few years ago). I imagine this would be largely depression from being homeless in the first place, and other psychiatric disorders are likely to be attributable to substance abuse. Substance abuse doesn't always indicate the cause of their homelessness; it is likely a number of people developed these issues after becoming homeless as a form of escapism from their dire situation.

Making it 'illegal' to be homeless is just fucking stupid.
