i get this quite often,example, today.
i get here , and i have a pm, i open the pm and hit reply,when i send it it says

At least 60 seconds have to pass between sends. Please wait a little while and try send the message again.

yet i havent posted a thing or even read a thread for that matter.

this has happened to me quite often, is it just me?

That happens to me aswell, hence I never bother pm'ing anyone through this webby. I usually just add them to msn so i can speak to them.

I get the "wait 60 seconds" thing as well. I think it's something to do with how the server is set up to try to limit the flood of traffic. Stops too many messages coming in at once or something.

i beleieve rdmc was trying to say i was spamming or somthing to that effect,but like i said i had just gotten here and hadnt even read a thread yet.

I was just kiddin, hence the The 60 seconds is just to prevent the actuall flood spammin to appear.

The wait 60 seconds PM bug is fairly well known (and annoying).

Between posts, while slightly on the high side IMO, you shouldn't be posting every 5 seconds anyway (go read the thread you're replying to!).
