The problem with the UN is that the most powerful nations within it ignore it's resolutions (as do other nations... Iraq, Israel.... hell, most governments on Earth have at one stage or another).
Russia, the US of A and the UK ALL are guilty of ignoring resolutions just to name a few. The US of A is not to blame alone for the failings of the UN. Many other countries have undermined the UNs efforts since it came into being in the 1940s.
