Read the guides and practice.  It's as simple as that.

Read the guides, practice simple targeting in singleplayer and if you feel better, try an unranked online server. You don't need to worry if you suck there, it does not harm your stats. It's also unimportant if you only get like 10 points per round there at first...

Having a non-laggy computer helps heaps too. If ya get lag, get away from front-line sniping and do some distance sniping, like from a boat on wake or on a building on sharqi or karkand

EDIT: steer clear of semi-auto snipers, they are squad support weaps and can't hit at range (from my experience) try and get an m95 or l96a1 for when you're PLA or MEC, the USMC use the m24 which is a really good sniper IMO

On a serious note, what kind of sniper do you want to be? Stand-off, shooting at medium and long ranges mostly; or a 'combat sniper' in the thick of things supporting infantry close to you, capping and defending flags within the range of other small-arms fire?

The first is for the patient at heart, someone who doesn't mind getting a limited number of kills but usually a consequent limited number of deaths (none if you're good, and lucky). This also requires the best aim as a rule; if you're not a good natural aim you can learn. It's also sort of geared toward a high KDR, and you can strive for accuracy too.

The second style is for those that lack the patience to take only 20-30 shots in a game and keep hidden on a hill or rooftop, prefer to be doing stuff to help where needed (cap a flag or help teammates cap a flag, put clays to defend them etc.) Generally your aim doesn't have to be as good since the targets will be larger in the scope but you'll often need better reflexes; this, like accuracy, can be picked up to a certain extent... do anything for 100 hours and you're bound to get better Your KDR is necessarily going to be lower since you're a much easier target for other infantry, as well as being more likely to be killed by armour, strafing runs from helicopters and artillery, but your SPM and total score for each round can be higher to compensate. You can still strive for high accuracy if that's of interest.

One can of course blend these two roles depending on situational and map requirements, so being able to do either as required is useful.

L96 is a must if u wanna be a good sniper theres no point in havin to shoot more than once! M95 is far too inacturate at range like what has bin said get on a buildin and pick em off practice on moving targets and u wont miss anyone stupid enough to stand still! And make sure u dont get seen! Shoot, hide and then get back out and shoot more! and make sure u clay your arse or u are gonna get knifed, and look where other snipers might be coz if your somewhere blatent then another sniper will pick you off!!! thats my rough guide to sniping haha

Don't take tips from Nyte. He's not as good as he thinks he is, but he's alright.

Search around for the lag compensation console command. It helped me increase my accuracy by about 6% so it should help you as much or even more.

You know what that is? Jealousy. And you shouldn't be talking, your a medikark whore.

Take tips from whoever, if it's good advice you shouldn't dismiss it just because of who it's spoken from.

Nytes given lots of people good advice on sniping, mainly the former of what Todd was talking about.

Personally I'd say;

1) never climb on top of big buildings/cranes. Every sniper on the level knows where to look can shoot you from almost anywhere on the map. You will die a lot.

2) Go around with a squad. Follow your squad around, when they start shooting/getting shot scope in and headshot the guy firing. Chances are, against normal infantry your enemy will lie on the ground and stay still, making them easy to shoot in the face.

3) lay your first claymore around a flag that you own, preferably behind gaps in walls or in doorways so the enemy won't see them before they explode in their face.

4) now go try and cap an enemy flag with your squad or by yourself. When you get to the flag drop your other claymore. If someone does come to get you while you're capping the flag they may get you, but they won't get out alive. This will stop anyone from killing you then taking the flag back straight away.

5) The silenced pistol is more powerful and accurate than most people realise.

6) if you absolutely insist on camping on a hill somewhere, lie down in a bush as this makes you a lot harder to see.

A few comments if I may:

1) Usually sound advice but sometimes a high spot is the best vantage point for a sniper.
I'll practically never go on a crane, except on Kubra Dam or Oman (and never with the expectation of staying on it indefinitely) but rooftops are a necessary evil. What you want to avoid is lying down and making yourself an easy target for opposing snipers. You can in certain circumstances 'combat snipe' from rooftops, you see this a fair bit on Sharqi for example.

2) Good advice for a combat sniper.
You'll seal a lot of deals (steal kills) or take most of the health off someone for your teammates to finish off, giving you a kill assist, this way.

3) Definitely.
With clays as they are currently on most servers this is their ideal use; will give you three points at least for each detonation if placed with care.

4) Also good advice for a combat sniper.
One thing for the novice to bear in mind though: try not to be in the explosion arc for the placed claymore in case an enemy comes from the undesired direction (i.e. don't be between the clay and the enemy). The same goes, if you can manage it, for other people on your squad.

5) Especially if you're shooting them in the back of the head

6) No, actually it doesn't.
I was having this conversation with my sniping guru on Teamspeak last night when we were comparing first-person and third-person viewpoints. A bush will only disguise you at short ranges where the enemy also sees the bush. At long ranges there is no modelling of smaller vegetation for most people; I can't tell you the number of snipers I take out on a regular basis that are, from my point of view, lying out in plain view.

At short range, although you may be hidden from casual observation, you have to worry about muzzle flash illuminating the surround, so if someone is looking in your direction when you fire...

Both sound reasons not to lie down and camp, as a rule.

Luck? The range you try them at? 'Cause it's the scope you have more experience with? Plus, how do you know they're headshots?

The L96A1 is both materially more accurate (on paper and via testing to confirm) and, as everyone who's used it will agree, much easier to aim accurately with compared with the M95.

always aim for the head whit till they stand still and shoot only shoot when your making an headshot accept when you saw he's already hit aim for the belly cuz then you've got the most chance for a hit

If you're doing your shooting at really long range, it may be because of bullet-drop.  The M95 is a bit less accurate, but at long range the shot drops less, so your L96 shots may be hitting the body instead.

I dont know about the range, I dont have a certain patern about my sniping...up close or from a distance... whatever comes really. But with the M95 I get this feeling of stability which just isnt there with the L96A1. And it seems I'm the only one who thinks that! I bet i'm doing something wrong cause everyone's been saying how good the L96A1 is and I just can't use it!

In case you missed it, I didn't say he was bad. I said he wasn't as good as he thinks he is. For some reason he thinks he's the "Sniper God" as his title says. Granted, he's good, but IMO there's much better.

hmmmm the semi-auto snipers are some of the best for closecombat....

the best way to become a good sniper is trough closecombat experience... take a sniper (try the semi) and see if you can use it in close combat... it would improve your reflexes and it will help you in a "sticky" situation

a snipers 1. task is to help his squad remember that, we are team players

Get on wake island or karkand and find a good spot (there are ALOT so don't worry) then if you are going to stay clay the sitars or whatever to protect you so you don't get knifed

Hope this helps
