I did search before posting but didn't find a good answer.

Does anyone know exactly what this means?

Notes: Highest rank of the month

I am currently a Lt. General and ranked in 138th place. However I am unsure as to what I need in order to make it to full General.

thats the old rank of General....

The new one looks like you are legible for and I think there is a time requirement but I think Chuy fillled that in. Keep playing, I would and you'll get it eventually

I'm pretty sure you need to be in the top 50 to even think about getting it

No, you have to be in the top 50 players eligable for 4 star genral. So keep playing until you beat one of them out.
