Do the ram heatsinks really even do much for performance
They let you overclock it a little bit further depending on what you put it on, they are more commonly used on videocards, RAM chips, and I think even on chipsets but i'm not sure.  Plus they're cheap as hell and they double as projectile weapons, lol.

okay i've been researching that method and it seems kinda iffy... cuz #1 wouldnt water condense in your system, causing it to short everything out.. and #2 it gets rid of the hot air out the back... so it just heats up my rooms
Is this in an attic with no windows?  If it has a window just stick in the ac unit, it will have 1 room frigid in no time.  If you do not have a windo or central ventilation, how hot is it getting up there?

you can try a portable unit to cool the room with out the heat and water problems.  Here are some examples;

considering you can get one for about the same price as a video card, just hold out a little longer on going SLI and you will have everything chilled.  We use these when we have to do AC work in our server room at the office.  I cooled 25 servers for a week with one rental unit.

Attics are at least like 76 degrees Fahrenheit during the summer.  Probably more than that depending on what kind of house you live in.

Good airflow through the case is a must.

You cant just blow air in where you feel.

Often exhaust fans are better.

ive found that pulling the comp away from the wall helps, also make sure to check the direction of your fans, you dont want them all blowing at each other, preferably in @ the front of comp, out in back.  With out the flow, you get pockets in the comp where there is no air flow, thats what it sounds like to me.  I keep my amd dual core 3800+ cool with a 6 inch Ninja heatsink with a 120mm fan attached.  It works wonders.
