Be patient, make sure you are on a ranked server, and stay in till the end of the round (not that that makes a difference but at least you'll know when your stats have updated).
The promotion not happens exactly at the required number of points. Just go on, play and you will be promoted...

Don't worry, you need to wait for the servers to update, when you have 8000+ points in your bfhq AND you join another server, you will get the rank as soon as you make 1 extra point. So don't worry, just go out and play and it will appear soon.
