You can give people +1 for helpfull post they make or you find them funny
now you can give -1 if you don't find that, or they post dumb things etc.

Explained perfectly by Alpha, the only thing wrong with it, is the fact that people can abuse you anonymously and just make you look bad by -1 you all the time.
